Governor Moore Appoints Morgan State’s Dr. Timothy Summers to Maryland’s Council for Open Data

University’s Resident Technologist Brings Expertise in Cybersecurity, Innovation and Public Impact to Statewide Service

BALTIMORE — Maryland Governor Wes Moore has appointed Timothy C. Summers, Ph.D., Morgan State University’s vice president for information technology and chief information officer, as an academic member of the state’s Council for Open Data. The appointment brings Morgan’s expertise in technology, cybersecurity and research to statewide efforts to make public information more accessible, useful and secure.

The Council guides Maryland’s approach to open data, supporting transparency, government accountability and informed decision-making. Its work helps residents, researchers, businesses and public agencies use state information while addressing privacy, security and responsible data sharing.

“America’s ability to lead depends on how well we put our knowledge and talent to work. A good idea should not stay an idea simply because someone cannot access the information they need. Public data should help people build businesses, solve problems in their communities, and see how effectively their government is working,” said Dr. Summers. “I’m grateful to Governor Moore for the opportunity to serve Maryland. At Morgan, our public mission calls us to put knowledge to work in service of people. I look forward to bringing that commitment to the Council and helping more Marylanders turn information into opportunity.”

Dr. Summers joined Morgan in March 2025, bringing more than two decades of experience across higher education, government and industry. He leads the University’s efforts to strengthen cybersecurity, modernize digital infrastructure and integrate emerging technologies that support student success, faculty research and institutional effectiveness. Chief among Dr. Summers’ leading advancements for Maryland’s Preeminent Public Urban Research University is an early adoption and institutional integration of artificial intelligence—operationally and pedagogically. Under his guidance, Morgan has developed Obsidian Core, its proprietary AI ecosystem that advances AI governance, institutional sovereignty, digital trust, and responsible deployment across campus.

His appointment to the Council for Open Data comes on the heels of Morgan’s expansion of its technological capacity through initiatives including its collaboration with Google Public Sector to build an AI-driven research-anchored ‘smart’ campus through Obsidian. The collaboration supports advanced computing, responsible AI adoption and research addressing challenges in health, climate science, cybersecurity and urban mobility.

As an academic member, Dr. Summers will contribute a higher-education perspective shaped by this work, connecting the needs of researchers and students with Maryland’s data priorities.

His service extends Morgan’s public impact mission beyond campus, bringing institutional experience to conversations about how accessible information can strengthen communities, support innovation and expand opportunity across Maryland and beyond.
